Heat a skillet over medium heat and add vegetable oil. Add the ground beef and cook until browned, breaking it apart with a spoon.
Once the beef is fully cooked, add the garlic and ginger. Cook for another 1-2 minutes until fragrant.
In a small bowl, mix the peanut butter, soy sauce, and 2 tbsp of water until smooth. Add the peanut sauce mixture to the beef and stir to combine.
Warm the tortillas in a separate skillet or microwave for 10 seconds to make them pliable.
Place a portion of the beef mixture in the center of each tortilla. Sprinkle with chopped scallions and cilantro.
